Ubonwan Davis – applicant – stated she has five locations in South Carolina and 
Atlanta. She employs a lot of young people who do not have a lot of opportunities. She 
stated she has taken all of the required classes. Mayor Pro Tem Gould stated that the 
City may periodically perform compliance checks. 
 
Mayor Pro Tem / Councilmember Tim Gould made a motion to approve; seconded by 
Councilmember Latonia P. Hines. 
 
The motion to approve carried with the following vote:

Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor

9.  Formal Business 
 
 A. AGR2026-001 Authorization for a proposal for the services of Rec Technologies (2261 
Market Street SE, Suite 22268, San Francisco, CA 94114), a proprietary technology 
platform, to be implemented by the department for the management and registration of 
facilities and programs throughout for an initial cost of $49,700.00 and authorize the 
Mayor to sign and execute all related documents.  
Citywide 
 
Heather Peacon-Corn, City Clerk, provided the following background: 
  
Parks & Recreation utilize an online system to manage facility reservations, 
programming registrations, and event scheduling.  Rec Technologies offers a 
progressive, user-friendly option that may ultimately also offer a lesser cost, for the 
city, for these services.  Rec Technologies requires particular fees to be paid during 
the implementation process, and thereafter an annual fee. The initial cost, after the 
User Agreement is signed, is $12,500.  The first annual fee of $33,000 is owed within 
30 days of Phase 2 beginning.  Before the system can go live, there is a fee of 
approximately $4200 for new hardware, including card readers that will have to be 
purchased to operate with the system. In total, $49,700 will be owed within a three-
month period in order to implement the system.  
 
Councilmember Charles Welch made a motion to approve item AGR2026-001; 
seconded by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote:
