The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None C. ATH2026-014 Authorization for the approval of RFP26-008 to S. H. Creel Contracting (756 White Blossom Court, Powder Springs, GA 30127) in the amount of $1,016,013.00 for the Rose Garden Improvements – CDBG Project for Rose Garden Park located at 1839 Turpin Road, Smyrna, Ga. to be funded by a combination of CDBG Grant Funds, General Fund CIP and 2022 SPLOST and authorize the Mayor to sign and execute all related documents and authorize the Mayor to sign and execute all related documents. Ward 2 Councilmember - Latonia P. Hines Mike Jones, City Administrator, provided the following background: The City of Smyrna requested proposals for improvements at Rose Garden Park (1839 Turpin Road, Smyrna, GA 30080) to include the demolition of both existing pavilions, playground, volleyball court and associated infrastructure. Once demo is complete the project includes a new pavilion, playground, plazas and hardscape, ADA parking, and stormwater quality measures. Alternate options would include a second pavilion, site furnishings, a water fountain and replacement of steps. A total of seven (7) bids were received and reviewed for qualifications and proper documentation. After review, Parks & Recreation and Purchasing concluded that S.H. Creel Contracting Co., the lowest responsive and responsible bidder, should be awarded the project, RFP 26-008 Rose Garden Park Improvements, in the amount of $1,016,130.00. The project will be managed by Foresite Group and will be funded with a combination of CDBG, capital improvements funds, and SPLOST. Councilmember Latonia P. ATH2026-015 Authorization to approve Georgia Power's requests to acquire two (2) easements along Belmont Circle and along Windy Hill Road for new power services installed for 945 & 969 Windy Hill Road for the new bridge lighting and authorize the Mayor to sign and execute all documents. Ward 5 Councilmember - Susan Wilkinson
