PRE2026-002 Smyrna Education Foundation Report and Check Presentation from JRM Management Citywide Bill Watson with JRM Management stated they partner with the City of Smyrna produce the Spring Jonquil Festival, Taste of Smyrna, and Crafts & Drafts. They also partner with Atkins Park and with the proceeds from the beer gardens, they were able to raise $3,331.21. Coupled with that they will also donate $20K to the Smyrna Education Foundation. They do this because their matriarch, Faye Miller, was an educator. Since COVID-19, they have been able to donate over $66K to the foundation. Jeff Daxe, VP of Smyrna Education Foundation, thanked JRM Management and stated that what they do is support the thirteen public schools within the city limits of Smyrna that feed into and including Campbell High School. They have issued $750 grants to each school. And $2,000 grants will be going to each school because of JRM and other sources. 7. Community Development Items A. Z25-015 Public Hearing - Zoning Amendment - Z25-015 - Request to modify the site plan, elevations, and zoning conditions of Z21-014 - Land Lots 751 & 752 - 6.9 acres - 4941, 4999 & 5041 S Cobb Drive, 4960, 4970, 4980 & 5000 Oakdale Road - Arris Smyrna LLC. Ward 7 Councilmember - Rickey N. Oglesby Jr. Russell Martin, Community Development Director, provided the following background: The applicant is requesting a zoning amendment of Z21-014 to revise the site plan and elevations within the existing MU-Conditional zoning district. The plan reflects a 5,023 sq. ft. drive-thru restaurant and 45 townhomes at a density of 10 units per acre. Staff Recommendation: Approval of the zoning amendment to revise the site plan and elevations of Z21-014 within the MU-Conditional (Mixed Use) zoning district. Planning & Zoning Commission: Approve by a vote of 3-2 at the January 5, 2026, meeting. Arris Smyrna LLC is requesting a zoning amendment to revise the site plan and elevations in Z21-014 within the existing MU-Conditional (Mixed Use) zoning district for the ability to construct a 5,023 sq. ft. drive-thru restaurant and 45 townhomes at a density of 10 units per acre. The previous site plan was approved for 163 multi-family units with 20,409 sq. ft. of commercial/restaurant and 7,700 sq. ft. clubhouse space. The proposed amendment will thus change the residential product from 163 multi- family rentals to 45 owner occupied units. The proposed development will decrease the density and floor area of the previously approved plan. There are 45 townhome units proposed, which would reduce the residential density from approximately 25 units per acre to 10 units per acre. Additionally, a single drive-thru restaurant is proposed which would reduce the commercial area from 20,409 sq. ft. to 5,023 sq. ft. and reduce the overall required parking from 369 spaces to 172 spaces. The development includes 45 townhome units on 4.47 acres, with 21 being rear-entry and 24 being front-entry. An internal sidewalk is proposed for connectivity within the development with a connection to external sidewalks on Oakdale Road and S Cobb
