Councilmember Wilkinson – Would like an update on Naija Cuisine. City Attorney Scott Cochran 
stated that they had another incident after the shooting. He will recommend that they act on the 
license, find witnesses, etc. in order to build a solid case. 
  
Paul Osburn, Deputy Public Works Director – GA Power is doing LED conversions across the 
city. The amber-colored lighting is being phased out. He wanted to warn Mayor and Council that 
they may start getting complaints about the brighter light because Public Works has received 
several. Councilmember Wilkinson mentioned there are areas where there are two utility poles in 
the same location. Mr. Osburn said that it depends on who owns or is responsible for the poles 
and their timeline. It has nothing to do with the city. 
  
Jennifer Bennett, Community Relations Director – She and others have a meeting with the 
Campbell High School Athletic Director about the October 9 parade route. They might talk about 
floats. It may be added to this agenda after the meeting.  
 
7. Executive Session (As Needed) 
 
Councilmember Travis Lindley made a motion Enter into Executive Session to discuss Real 
Estate at 7:02 PM; seconded by Councilmember Glenn Pickens. 
 
The motion Enter into Executive Session carried with the following vote: 
 
Aye: 6 –  Councilmember Pickens, Councilmember Lindley, Councilmember Welch, 
Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, 
Councilmember Oglesby 
Nay: 0 –  None 
Absent: 1 –  Councilmember Hines 
 
Councilmember Travis Lindley made a motion Return to Regular Session at 7:10 PM; seconded 
by Councilmember Glenn Pickens. 
 
The motion Return to Regular Session carried with the following vote: 
 
Aye: 6 –  Councilmember Pickens, Councilmember Lindley, Councilmember Welch, 
Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, 
Councilmember Oglesby 
Nay: 0 –  None 
Absent: 1 –  Councilmember Hines 
 
8. Adjournment 
 
Mayor Derek Norton adjourned the September 4, 2025 Committee of the Whole meeting at 7:10 
PM.
