SUBAWARD AGREEMENT
HUD COMMUNITY PROJECT FUNDING GRANT
RIVERLANDS SMYRNA BRIDGE
THIS SUBAWARD AGREEMENT (“Agreement”) is made as of the last date of execution by either of 
the parties to this Agreement (“Effective Date”), by the City of Smyrna, Georgia, a home-rule municipal 
corporation (“City”) to The Trust for Public Land, a California Section 501(c)(3) nonprofit corporation 
registered to do business in Georgia, whose address is 600 West Peachtree St. NW, Suite 1840, Atlanta, 
GA, 30308 (“TPL” or “Subrecipient”).
RECITALS
WHEREAS, passage of the Consolidated Appropriations Act of 2023 (Public Law 117–328) made $2.98 
billion available to the U.S. Department of Housing and Urban Development (“HUD”) for “grants for the 
Economic Development Initiative (EDI) for the purposes, and in amounts, specified for  Community 
Project Funding/Congressionally Directed Spending” in the associated table included in the 
accompanying joint explanatory statement. ;
WHEREAS, on March 2, 2023, the City of Smyrna received a $900,000 award from HUD for its project 
entitled “Chattahoochee RiverLands – Bike/Pedestrian Bridge Feasibility Study,” pursuant to which the 
City proposed to explore the most feasible bridge location to connect regional greenway trail systems 
across the Chattahoochee River in Atlanta and Smyrna, Georgia in partnership with TPL;
WHEREAS, the City and TPL hereby enter into this Agreement to implement the City’s Project. 
NOW, THEREFORE, the City and the Subrecipient agree to the following:   
1. HUD Grant Agreement. All provisions of the Award Agreement between the City and HUD, entitled 
“Assistance Award of Grant, B-23-CP-GA-0475, Between the City of Smyrna and the U.S. Department 
of Housing and Urban Development,” (“Award Agreement”), apply to this Agreement. The Award 
Agreement is attached as Exhibit A to this Agreement and incorporated herein.
 
2. Subrecipient Information. Pursuant to 2 CFR 200.332(a)(1), the Subrecipient has provided the 
required information at Exhibit B of this Agreement, which is incorporated herein.
