City of Smyrna-Trust for Public Land Subaward Amount: USD $70,000 Project Completion Date: August 31, 2031 Federal Assistance Listing: 14.251 Economic Development Initiative, Community Project Funding, and Misc. Grants FAIN: B-23-CP-GA-0475 3 Administrative Requirements Cost Principles, and Audit Requirements for Federal Awards at 2 CFR Part 200, requirements under the National Environmental Policy Act (“NEPA”), HUD’s NEPA-implementing regulations at 24 CFR Part 50 or 24 CFR Part 58, and all appropriate federal environmental and historic preservation laws, regulations, and Executive Orders. Additional notable federal requirements are as follows: a.Federal Procurement. Because this is a subaward of Federal financial assistance, the Subrecipient is subject to the federal procurement requirements. Subrecipient shall provide documentation ensuring compliance with federal procurement requirements upon request by the City. Subrecipient will not be reimbursed for activities not in compliance with 2 CFR 200. b.Subaward Requirements, 2 CFR 200.331 through .333. The Subrecipient shall i. submit quantitative and qualitative project accomplishments for reporting periods ending June 30 and December 31 to a public-facing Impact Reporting Platform (instructions for project impact reporting shall be provided by the City); ii. submit required financial and performance information and reports to the City, and specifically an interim Federal Financial Report, Standard Form SF-425, to be submitted by July 15 and January 15 to the City by the Subrecipient; iii. submit all required final financial and performance reports to the City, and specifically a final Federal Financial Report, Standard Form SF-425, within 120 days of the end of the period of performance (August 31, 2031); iv. report subawards and executive compensation pursuant to 2 CFR Part 170, if applicable. v. provide the City and its auditors with access to the Subrecipient's records and financial statements as necessary and for audit purposes; vi. permit the City to monitor the Subrecipient’s activities to ensure that the Subaward is used for authorized purposes in compliance with this Agreement, and that Subaward performance goals are achieved; vii. abide by any City or HUD terms and conditions concerning closeout of the Subaward. c. Other Federal Requirements. The Subrecipient must abide by all other applicable federal laws, regulations and requirements, such as but not limited to health and safety regulations and minimum wage.
