of the parking reduction and setback requests (V25-028 and V25-030) with the below 
conditions.  
 
1. Approval of the requested variances shall be conditioned upon the development of 
the property in substantial compliance with the site plan submitted with the 
variance application. 
2. As per Section-86-34.1, the dumpster shall be screened from view by a fence or 
decorative masonry wall one foot taller than the dumpster on three sides and 
provide an operable gate for collection. 
3. A 1,500-gallon grease trap shall be installed. 
4. The Spring Road access shall have one-way access and be entry-only. 
Appropriate pavement markings and signage shall be provided. 
5. New curb and gutter shall be installed on Woodruff Drive to define the 
entries/exits. 
6. A 5-foot sidewalk and 2-foot beauty strip shall be installed the length of the 
property along Woodruff Drive or at the direction of the City Engineer. 
 
Chairperson Garland asked about the additional parking across the street. Mrs. Crowe 
stated that the additional parking is across Woodruff Drive and the city’s ordinance does 
count a parking agreement as part of the total parking.  
  
Shahzad Pirani and Raheel Huda, applicant, stated they anticipate opening fall of 2025. 
He stated he understands and agrees to the stipulations read into record with the third 
stipulation being amended to state the installation of the traditional 6-month agreement for 
the under sink 30-gallon grease trap rather than the 1,500-gallon grease trap.  
  
A public hearing was called, and no one came forward in favor of or in opposition to this 
item.   
 
Board Member Bo Jones made a motion to approve V25-028; seconded by Board 
Member Andrea Worthy. 
 
The motion to approve carried with the following vote:

 C. V25-029 Public Hearing - Variance Request - V25-029 - Eliminate the sidewalk 
requirement per Section 717.131 - Land Lot 810 - 2468 Spring Road - Shahzad Pirani 
Ward 1 Councilmember - Glenn Pickens 
  
Caitlin Crowe, Planner I, provided the following background: 
  
The applicant is proposing three variances to redevelop the existing building at 2468 
Spring Road from an automotive financial office to a coffee shop: a parking reduction of 6 
spaces, an elimination of the sidewalk requirement, and a side setback reduction of 6 feet. 
Section 906 of the Zoning Ordinance controls the minimum required parking spaces per 
use, Section 717.131 controls the sidewalk requirement in the Spring Road Corridor 
Design District, and Section 802 controls the setbacks in the GC zoning district.
