2. Call to Order
Mayor Pro Tem Tim Gould called to order the April 1, 2026 Committee of the Whole meeting held at
A. Max Bacon City Hall in the HR Training Room at 6:00 PM.

4. Formal Business and Presentations
A. ORD2026-004 ORD2026-004 for a Code Amendment to Chapter 22 - Businesses, Article VIII,
of the Smyrna Code of Ordinances, Mobile Food Vendors, Section 22-300 regarding the
requirements for processing applications for Mobile Food Vendors licenses and appeals for
application denials and Section 22-303 regarding suspension and revocation of Mobile Food
Vendors licenses and authorize the Mayor to sign and execute all related documents.
Citywide
Councilmember Wilkinson mentioned that the ordinance meets the requirements as they
were when it was originally passed, but there are some conditions that are not being
enforced. One condition is that food trucks are supposed to be temporary and removed.
Scott Cochran, City Attorney, stated that this is an enforcement issue. He wanted to clean
up this ordinance so that any business that gets a license in Smyrna, all are subject to the
same vehicle for denial, suspension, and appeals are the same – the process is
standardized.
