COW2026-026 Personnel Discussion – Carol Sicard Carol Sicard, Human Resources Director, explained that In December 2019, twelve employees reached the maximum of their designated pay ranges. At that time, the Council authorized “top-out bonuses” equal to the amount exceeding the pay range maximum, distributed quarterly. These payments were issued in March, July, and October 2020, and January 2021, after which they were discontinued. Following completion of the UGA Class & Compensation Study, it was confirmed that employees who reach the maximum of their pay range—regardless of pay plan adjustments—are considered topped out. This practice has been consistently applied since that determination. As with previous payments, top-out bonuses are subject to Social Security, Medicare, and federal and state taxes at the supplemental rate. They are excluded from retirement contributions and are not included in final average earnings used in retirement benefit calculations. 5. Review of Current M&C Agenda A. COW2026-024 Review of the April 6, 2026 Mayor and Council Meeting Agenda Mayor Pro Tem Gould reviewed the April 6, 2026 Mayor and Council agenda. LIC2026-006 – Councilmember Wilkinson questioned if this location infringed on the 300 feet minimum from a residential area. Scott Cochran, City Attorney, reminded all that Community Development and the Police Department signed off on this, so they would have determined if distance requirements were met, but he said he will look into this. CON2026-007 – Councilmember Welch stated that he does not think the city should continue to invest in street murals/paintings because they will not last, and the paint that will last is paint artists do not like to work with. Councilmember Oglesby said that the Art Committee has decided to rotate out the artwork so that it is new every 12 months. ATH2026-043 – Councilmember Lindley asked about sidewalks in that area and the possibility of continuing them. 6. Other Business / Staff Comment Councilmember Welch asked if any other council members have received calls about the Flock cameras. Several of them have received calls and emails, others have not. Councilmember Hines said the Women’s History Luncheon went well, and she sent pictures out. Councilmember Lindley mentioned that the cities of Hiram and Quitman might be dissolved at the state legislature vote taking place tomorrow. The Dr. David Martin park dedication will be held at the end of the month. Concerning StillFire, the Village Green is in rough condition, so Richard Garland, Community Services Administrator, will be coming to Mayor and Council to look at options. Councilmember Oglesby thanked Councilmember Hines for her work organizing both the Black History Month program and the Women's History Month program. The Juneteenth Festival is on the horizon, and the committee is having their first official meeting soon. The City of Mableton is trying to infringe on ward 7 placing City of Mableton signs within Smyrna city limits. He has
