January 23, 2026 11:30 AM City of Smyrna Smyrna Public Art Committee Meeting 2800 King Street SE Council Chambers Page 2 of 6 also touched on how Designing Local curated the plan specifically for Smyrna based on the firm’s research efforts through stakeholder conversations, a community survey, and in- person community engagement. After the presentation, Andrew Eble opened the floor to questions. Chairperson Oglesby thanked Andrew Eble for the presentation. Committee Member Robert Harrison asked if the committee could read over the plan and make notes. Special Projects Manager Carson Haynie said this presentation is just a draft of the plan and there is opportunity to review and make revisions prior to the formal presentation to Mayor and Council in March. Community Services Administrator Richard Garland mentioned that Keep Smyrna Beautiful has multiple pollinator gardens in the works for multiple wards including one along Concord Road which happens to be a potential public art location that was mentioned in the plan. Chairperson Oglesby said the plan is a great framework and has exceeded his expectations. Chairperson Oglesby complimented the Argyle Elementary Bridge idea that was mentioned during the presentation. Committee Member Burke Scott asked Richard Garland if there is a design approved for the pollinator garden he mentioned earlier. Richard Garland said he will share the documents with him. The committee thanked Andrew Eble, and he left the virtual call. C. 2026-042 Jonquil Sculpture Update Chairperson Oglesby asked the committee if anyone had seen the recently installed Jonquil Bloom sculpture. The committee reviewed a picture of it and agreed that the sculpture looks wonderful. Committee Member Robert Harrison thanked city staff for their coordination with getting the sculpture together. Committee Member Robert Harrison highlighted Public Works, Parks and Recreation, and several other city departments to recognize their hard work which he said contributed to the smooth installation process. D. 2026-044 Completion of Traffic Control Box Project Special Projects Manager Carson Haynie shared images of the completed traffic control boxes with the committee. Chairperson Oglesby enlightened the new committee members that this project was so well-received that it was extended, and he is excited to see more. Community Services Administrator Richard Garland asked if the committee has more planned. Chairperson Oglesby said there are several other things that may need to come before extending the traffic signal cabinet project. E. 2026-046 2026 Meeting Schedule Special Projects Manager Carson Haynie confirmed that the fourth Friday of each month should work well with everyone based on conversations prior to the meeting. The committee agreed. Committee Member Robert Harrison made a motion to approve the 2026 meeting schedule; seconded by Committee Member Burke Scott.
