January 23, 2026 11:30 AM City of Smyrna Smyrna Public Art Committee Meeting 2800 King Street SE Council Chambers Page 4 of 6 Aye: 7 – City Council Liaison Oglesby, Committee Member Barnes, Committee Member Foote, Committee Member Harrison, Committee Member Quigley, Committee Member Scott, Committee Member Thomas Nay: 0 – None Recuse: 0 – None Internal Budget Review and Retaining Wall Discussion Continued Deputy City Administrator Kristin Robinson informed the committee there is money for the Public Art Committee, but an internal review of the budget must be conducted before setting a budget for the retaining wall project. Kristin Robinson said an RFP for the retaining wall cannot be released prior to the internal budget review and formal approval from Mayor and Council. Kristin Robinson informed the committee that the earliest time for these reviews will be the second Mayor and Council meeting in February. In addition to this budget conversation, Kristin Robinson mentioned that there was discussion of $100,000 to be allocated as public art funding at the most recent COW meeting. Chairperson Oglesby confirmed that the request had been made. Committee Member Robert Harrison told the committee that this funding was requested specifically for the ARTery. Chairperson Oglesby asked if the funds need to be reviewed to get the retaining wall cleaned or to do the project entirely. Deputy City Administrator Kristin Robinson said it depends on how much it costs to have it cleaned and repaired as well as which department has the funds to cover it. If the appropriate department does not have sufficient funds, then an amendment would need to be made to add more money into the appropriate department budget. Chairperson Oglesby said the primary goal for the retaining wall project at current is confirming it to be structurally sound and having it cleaned. Crosswalk Murals Discussion Chairperson Oglesby mentioned the crosswalk murals in front of City Hall and that they need to be refinished once again as much of the paint has come up. Committee Member Robert Harrison said it could be a result of hot tire lift. Chairperson Oglesby said the City of Atlanta’s crosswalk murals look great and asked Carson Haynie if she could reach out. Carson Haynie said she has reached out, but the third party she was referred to would not disclose the paint manufacturer with her. Chairperson Oglesby said he would reach out to his contacts with the City of Atlanta to see which paint they use for their crosswalks as they look nice and rarely have damage. ARTery, Subcommittee/Working Group, and Budget Discussion Chairperson Oglesby mentioned the ARTery and that the art projects look very nice. Chairperson Oglesby opened the floor to comments from the committee about more recommendations or ideas. Committee Member Robert Harrison said the ARTery content was always just a summary because the funding was not available until now. Robert Harrison said he has a subcommittee that will be working on the details for ARTery projects to bring to the Public Art Committee for approval which was requested by Mayor Norton. Committee Member Robert Harrison said since the budget has grown, ideas that were discussed among the subcommittee years ago such as light post banners, 2D wall attachment artwork, and sidewalk murals could now be brought to life. Robert Harrison said the initial goal of the ARTery was that if an individual was looking at a piece of art, they could see the next piece from the place they were standing, leading the public through a trail of artwork. Robert Harrison said Mayor Norton would like to see the planning process expedited on future art installations within the ARTery.
