Mayor Derek Norton called to order the July 20, 2026 Special Called Mayor and Council Meeting 
– Millage Rate Public Hearing #2 held at A. Max Bacon City Hall in Council Chambers at 8:30 
AM. 
 
3.  Formal Business 
 
 A. Public Hearing #2 for the 2026 Millage rate; there will be no vote on this item. 
Citywide 
 
Mike Jones, City Administrator, provided the following background: 
    
The FY27 budget approved by Council includes revenue projections for property taxes 
based on a millage rate of 8.99 mills. This hearing is the second of three required public 
hearings prior to the formal adoption of the 8.99 millage rate. 
 
The City received the 2026 tax digest information from Cobb Cunty on June 18, 
2026. Based on that data, the calculated rollback millage rate is 8.834 mills. Rolling back 
to 8.834 mills allows the City to avoid advertising a tax increase. For comparison, last 
year’s rollback millage rate was 8.936 mills.
