 B. ATH2025-067 Authorization to approve the contract based off RFQ-25-021 to 
Triple R Paving & Construction LLC. (5353 North Lake Drive, Morrow, GA. 
30260) in an amount not to exceed $1,422,468.54 to be paid from LMIG Funds 
& 2022 SPLOST- Resurfacing line item for the milling and overlay of city 
streets and authorize the Mayor to sign and execute all documents. 
Citywide 
 
Joe Bennett, City Administrator, provided the following background: 
  
This project is to mill and overlay of approximately 22 city streets as part of our 
citywide annual resurfacing. it equates to approximately 10 miles of city street. 
Purchasing and Public Works recommend approval.  
 
Councilmember Travis Lindley made a motion to approve item ATH2025-067; 
seconded by Councilmember Latonia P. Hines. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby

 C. ATH2025-069 Authorization to amend the American Rescue Plan Act (ARPA) 
Fund adopted project length budgets to reallocate funding from adopted project 
budgets and create additional projects. 
Citywide 
 
Joe Bennett, City Administrator, provided the following background: 
  
The City has completed several projects and needs to reallocate funding to other 
ARPA projects. We also need to establish project length budgets for several 
obligations that did not have an established budget. Staff recommends approval.   
 
Councilmember Travis Lindley made a motion to approve item ATH2025-069; 
seconded by Councilmember Charles Welch. 
 
The motion to approve carried with the following vote:
