 D. ATH2025-071 Authorization to approve extended incremental work hours and 
Sunday work outside of the already approved work hours for Couch Group on 
the Village Green Bathroom / Playground project. 
Ward 3 Councilmember - Travis Lindley 
 
Joe Bennett, City Administrator, provided the following background: 
  
If approved, this will extend work hours on Saturdays and Sundays until 6:00 PM. No 
noisy or large work starting prior to noon on Sundays.  
 
Councilmember Travis Lindley made a motion to approve item ATH2025-071; 
seconded by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby  
Nay: 0 –  None

 E. AGR2025-016 Approve an addendum to the amendment extending the term of 
the concession agreement with Gonna Fly Now, LLC until January 31, 2056, 
and authorize the mayor to execute all related documents.

Joe Bennett, City Administrator, provided the following background: 
  
The City of Smyrna has a concession agreement with Gonna Fly Now, LLC covering 
the operation of the Fox creek Golf Course on Windy Hill Road and Cobb County has 
a similar agreement with Gonna Fly Now, LLC covering the operation of the abutting 
Legacy Golf Course. The city recently approved an amendment to the concession 
agreement extending the term until January 31, 2056. The National Park service has 
requested that its standard Concession Agreement guidelines be incorporated into the 
Concession Agreement guidelines and this addendum does that. Staff recommends 
approval.  
 
Councilmember Charles Welch made a motion to approve item AGR2025-016; 
seconded by Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote:
