Councilmember Charles Welch made a motion to approve item CHOR2025-002; 
seconded by Councilmember Latonia P. Hines. 
 
The motion to approve carried with the following vote:

 B. CHOR2025-003 Approval of the change order to RFQ-018 in the amount not to 
exceed $270,000.00 and amend contract price with Smith Pipeline Inc. (400 
Bohannon Rd, Fairburn, Ga 30213) for the Doeskin area project increasing contact 
amount from $806,414.00 to $1,076,414.00 to be paid for from 2025 Water CIP Fund 
and authorize the Mayor to sign and execute all related documents.  
Ward 4 Councilmember - Charles 'Corkey' Welch 
 
Joe Bennett, City Administrator, provided the following background: 
  
As Part of ARPA funded projects the Doeskin Project consist of 6,200 LFT of pipe 
replacement and new service line materials. Project cost increased due to field 
changes that consisted of tree preservation, Driveway aprons replacements, and sod 
installation to 70 homes returning landscaping back to its original state.  
 
Councilmember Charles Welch made a motion to approve item CHOR2025-003; 
seconded by Councilmember Glenn Pickens.

 C. ATH2025-020 Authorization to approve the city owned roadway and pathway lighting 
along Atlanta Road from Flemming Street to Concord Road to implement an ongoing 
maintenance and replacement schedule for the fixtures and the conversion of all 
existing fixtures from HPS (high pressure sodium) to new LED fixtures to be 
performed by GA Power for a monthly service fee and authorize the Mayor to sign and 
execute all related documents. 
Ward 3 Councilmember - Travis Lindley 
 
Joe Bennett, City Administrator, provided the following background: 
  
This is a request to implement an ongoing maintenance and replacement schedule for 
the fixtures to be performed by GA Power for a monthly service fee. There are 2 
options for the monthly fees: Option 1 is no down payment the fee is $7,722.00
