The time allotted for each speaker is as follows: Public Hearing - Five (5) Minutes 6. Proclamations and Presentations A. Smyrna Education Foundation Report and Check Presentation from JRM Management Bill Watson from JRM Management, in partnership with Kevin Drawe with Atkins Park presented a check to the Smyrna Education Foundation in the amount of $20,000.00. The Smyrna Education Foundation was represented by Kahlillah Dotson Mosley, Jon Ducote, and Jeff Daxe. Ms. Mosley thanked the City of Smyrna, Atkins Park, and JRM Management for their continued support. The foundation serves 14 public schools that feed into Campbell High School. They assist with providing volunteer service hours for events like spirit nights, reading sessions, etc. They equalize support and funding to each of the schools, so grants are awarded equally. 7. Community Development Items A. ORD2025-003 Public Hearing – ORD2025-003 – Code Amendment to Chapter 6 0 Alcoholic Beverage Ordinance to allow Package Store Tastings – Citywide – City of Smyrna and authorize the Mayor to sign and execute all related documents. Citywide Joe Bennett, City Administrator, provided the following background: The Community Development Department has received several requests from alcohol manufacturers for the ability to provide tastings at package stores in accordance with state law. The City’s Alcoholic Beverage Ordinance prohibits any consumption of alcoholic beverages on the premises of a package store location. Georgia state law allows for tastings at package stores provided the municipality allows it as part of their local ordinance. The proposed code amendment would modify Smyrna’s code to allow alcoholic beverage tastings at licensed package stores in accordance with state law. A public hearing was called, and no one came forward in favor of or in opposition to this item. Councilmember Rickey N. Oglesby Jr. made a motion to approve item ORD2025-003; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley (virtual), Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None
