CITY OF SMYRNA PURCHASING DEPARTMENT 2800 KING STREET SMYRNA, GEORGIA 30080 678-631-5406 TO: Dat Luu, Director Information Technology FROM: Kelly Brown, Purchasing Manager DATE: July 2, 2025 SUBJECT: Recommendation – RFP 25-023 Cybersecurity Strategic & Incident Response Plan The Information Technology Department has received a grant from the Georgia Emergency Management Agency (GEMA) and the U.S. Department of Homeland Security to support the development of a comprehensive 5-Year Cybersecurity Strategic and Incident Response Plan. This initiative will deliver a long-term cybersecurity strategy for the City, outlining key priorities and objectives for securing critical assets over the next five years. The project also includes the development of an Incident Response Plan, enabling the City to effectively respond to cyber threats. As part of the process, a cyber tabletop exercise will be conducted with relevant stakeholders, leveraging the newly developed incident response framework. Additionally, this effort will support informed budget planning by identifying potential future cybersecurity investments during the assessment phase. A total of forty (40) proposals were received by the submission deadline on Monday, April 21, 2025. The proposals were reviewed and evaluated by representatives from the Information Technology, Fire, and Police departments. Following the initial evaluation, three firms were shortlisted for presentations and interviews, which took place on Friday, June 20, 2025. Cost proposals were requested from the top two firms based on final ranking.
