2. Call to Order
Mayor Derek Norton called to order the January 29, 2026 Committee of the Whole meeting held
at A. Max Bacon City Hall in the HR Training Room at 6:00 PM.
3. Staff M&C Agenda Items to Review
Andrea Worthy, Economic Development Director, explained that Luis Calvo from MKSK is joining
virtually just in case there are any questions concerning the presentation that will be presented at
Monday’s Mayor and Council meeting. Councilmember Travis Lindley stated that a couple
adjustments were made to the presentation to have a broader and clearer narrative on the types
of housing and the general plan from Church St. to Atlanta St.
4. Formal Business and Presentations
A. COW2026-004 Discussion regarding Rose Garden Park bids and funding – Richard Garland
Richard Garland, Community Services Administrator, provided the following information:
• This was a project that began 2019
• Foresite Group created a master plan concept of the park
• At that time, the funding was not available to move forward
