• CDBG funds became available, so the City reengaged Forsite Group 
• Current conditions: tennis courts, playground, pavilion area, stairs from the lower 
parking lot, sand volleyball court 
• Seven different contractors bid on this project 
• $490,362 in CDBG funds allocated to this project 
• $17,000 is still owed to Forsite Group 
• $104,000 will become available in February that can be applied 
• 2026 CIP will have $150,000 can be allocated to this project 
• A gap of $431,549 – recommendation after reviewing with leadership: leave out 
sand volleyball court at $108,000 and place it on a future CIP list, and leave out 
seat walls and column wraps altogether  
 
5. Review of Current M&C Agenda 
 
 A. COW2026-005 Review of the February 2, 2026 Mayor and Council meeting notice and agenda 
 
CON2026-001: Paul Osburn, Interim Public Works Director, provided the following:  
• Trying to transition over to new AMI system for water meters 
• Kendall Supply, multi-year project 
• Real-time checks for residents of water meter readings 
• There will likely be personnel requests from reclassifications and additions 
• $3.6M on the front end, $7.2M Total 
 
Mayor Pro Tem Gould asked for clarification of AMR vs AMI. Mr. Osburn explained that 
AMR requires someone to be on the road reading meters. AMI allows someone to be in 
the office gathering the readings through a frequency in real-time.  
  
ATH2026-013: Kristin Robinson, Deputy City Administrator / CFO, presented and 
discussed the budget amendments line-by-line with the Mayor and Council. 
  
AGR2026-004: Kristin Robinson, Deputy City Administrator / CFO, explained that 
Architectural Design and On-Call Services were awarded to several firms on the 
September 22, 2025 Mayor and Council Agenda. City Staff went through a design process 
with several of the vendors approved under that agenda item for the design project for 
1088 Concord Road, and Croft and Associates, Inc. was the firm selected by City Staff. 
This agreement will assist the City with getting a contractor selected through our 
procurement processes and assist staff with Project Management services. 
  
ATH2026-008: Scott Cochran, City Attorney, explained that this is a case involving a 
property dispute over at Watkins Rd. that was resolved through mediation. 
  
ATH2026-011: Jennifer Bennett, Community Relations Director, discussed the events’ 
dates for the year. Once it is updated, they will compile it into a flyer for public.  
 
6. Other Business / Staff Comment 
 
Paul Osburn, Interim Public Works Director, stated that all bollards should be delivered by April. 
They will be installed some time in late April or early May. He also updated Mayor and Council 
on the sanitation and yard waste issue. The issue tends to be of the interpretation of yard waste 
pick up on holiday weeks. Because holiday weeks there is no yard waste pickup, people assume 
more bags will be picked up the following week. The ordinance will not change, but going 
forward, they will pick up more bags the week after holiday weeks to alleviate the issues.
