Mayor Derek Norton called to order the November 17, 2025 Pre-Council Meeting held at A. Max
Bacon City Hall in the Admin Conference Room at 6:34 PM.

PRE2025-038 Review of the November 17, 2025 Mayor and Council Meeting Agenda
Z25-013: Mayor Norton stated they just had a meeting with the representatives of this
area. Mike Jones explicitly explained that the fuel tank is not a city issue, it is a state
issue. They are operating within the zoning. Councilmember Oglesby stated he is against
this and will vote against it.
ATH2025-178: Carol Sicard, Human Resources Director, stated that this is moving from
Associated Claims Administrators to BITCO Insurance Companies. Currently paying
$668K in premium and an additional $40K in deductibles. Premium with BITCO is
$448,749.00.
