ORD2025-011: The Police Department asked that the city have an ordinance for Petty 
Trespass so they have the ability to cite or warn people and move them along. As it is 
now, they have to get a warrant from another entity. 
  
Mayor Norton discussed the road closure on King Street from Bank Street to Powder 
Springs Street. It sunsetted at Daylight Savings Time, but it was clear that people are still 
using the greenspace regardless of the time change. He would like to add an item to the 
agenda to continue the road closure indefinitely from 3:00 PM Fridays – 7:00 AM Monday. 
There is a bollard plan that is being researched for future use.    
 
6. Other Business / Staff Comment 
 
Councilmember Welch stated he may not be present for the December 15, 2025 Mayor and 
Council meeting.  
  
Mayor Pro Tem Gould has a neighborhood meeting with Forest Hills tomorrow about the 
downtown redevelopment. 
  
Councilmember Hines mentioned that Smyrna Optimists is having a pancake breakfast on the 
Saturday after Thanksgiving at Smyrna First Methodist Church.  
  
Councilmember Wilkinson asked about item Z25-013, the modular building, and if that would 
need to be voted on every two years. Russell Martin, Community Development Director, affirmed 
that it would need to be voted on every two years.
