 Authorization to approve the Tolleson Park Bridge & Trail Improvement Project (RFP 25-025) to 
include demolition and replacement of a concrete sidewalk and two pedestrian bridges at a cost of 
$329,270.00 to be paid from the 2022 SPLOST Beautification/Trails line item awarded to S.H. Creel 
Contracting, LLC (756 White Blossom Ct. Powder Springs, GA 30127) and authorize the Mayor to sign 
and execute all related documents.

ISSUE AND BACKGROUND:
Currently, the two pedestrian bridges at Tolleson Park are in disrepair and need improvement.  Nine 
proposals were received for the RFP and each company was evaluated on relevant experience, 
methodology, approach, staffing and references from previous clients.  After careful consideration, 
the recommended firm, S.H. Creel Contracting, LLC, is the low bidder at $329,270.00. The project 
includes demolition and replacement of a concrete sidewalk and two pedestrian bridges with 
associated grading improvements that are necessary to ensure the safety of patrons using the areas 
affected.  This project is funded by 2022 SPLOST Beautification/Trails and will be managed by Foresite 
Group, LLC.  
RECOMMENDATION / REQUESTED ACTION:
 Parks & Recreation recommend authorization to approve the Tolleson Park Bridge & Trail 
Improvement Project (RFP 25-025) to include demolition and replacement of a concrete sidewalk and 
two pedestrian bridges at a cost of $329,270.00 to be paid from the 2022 SPLOST Beautification/Trails 
line item awarded to S.H. Creel Contracting, LLC (756 White Blossom Ct. Powder Springs, GA 30127) 
and authorize the Mayor to sign and execute all related documents.
