POLICE ADMINISTRATION 
Function 
 
We, the members of the Smyrna Police Department, are committed to providing the highest quality of 
police services to the community while at the same time maintaining respect for individual rights and 
human dignity.  
 
Our primary mission is to maintain social order within prescribed ethical and constitutional limits, while 
providing professional law enforcement services to all. To attain this, the Department enforces the law 
in a fair and impartial manner, recognizing both the statutory and judicial limitations of police authority 
and the constitutional rights of all persons. The Department recognizes that no law enforcement agency 
can operate at its maximum potential without supportive input from the citizens it serves. The 
Department actively solicits and encourages the cooperation of all citizens to decrease the opportunities 
for crime and to facilitate the maximum use of resources. 
Mission Statement 
The mission of the Smyrna Police Department is to create a safer community by delivering superior 
service through innovation, data driven analytics, and a commitment to community partnerships 
 
Major Goals & Objectives 
 
Goal #1: Develop and implement comprehensive, standardized operating procedures (SOPs) for all 
specialized positions within the police department to enhance operational redundancy and efficiency, 
ensuring that personnel with minimal experience can seamlessly assume critical roles when needed.  
 
Performance Objectives:  
1. Identify Critical Roles - Conduct an audit of all specialized positions within the department to 
determine which roles require detailed SOPs.  
2. Assess Existing Procedures - Review any existing documentation, job descriptions, workflows, or 
informal practices for specialized roles to identify gaps or inefficiencies.  
3. Develop SOP Templates - Create a standardized template for SOPs to ensure consistency in 
format, language, and level of detail.  
4. Draft Initial SOPs - Create detailed, step-by-step SOPs for at least 75% of identified specialized 
positions within six months.  
5. Monitor and Evaluate Implementation - Implement a process to regularly review and update 
SOPs to ensure they remain current with evolving practices and technologies. Establish metrics 
(e.g., task completion time, error rates) to evaluate the effectiveness of the SOPs and make 
adjustments as needed  
6. Train Personnel - Conduct training sessions to familiarize staff with the new SOPs and ensure 
they understand how to use them effectively.
