1. Roll Call

2. Call to Order 
 
The April 24, 2026 Smyrna Public Art Committee held at A. Max Bacon City Hall in the HR 
Training Room was called to order at 11:33 AM.  
 
3. Chairperson Instruction and Comment 
 
Chairperson Oglesby welcomed the committee to the meeting and shared excitement about the 
Jonquil Festival that coming weekend. He highlighted the Parks and Recreation Department, 
thanking them for their hard work with the festival. Chairperson Oglesby informed the committee 
that Mayor Norton and the City Administrator may be attending this meeting. Chairperson 
Oglesby gestured to the Smyrna Public Art Committee budget sheet and confirmed with Special 
Projects Manager Carson Haynie that June 30 is the end of Smyrna’s 2026 fiscal year.    
 
4. Formal Business 
 
 A. 2026-148 Public Art Policy Proposed Updates 
 
Special Projects Manager Carson Haynie gave the floor to Designing Local Consultant 
Anna Talarico. Anna Talarico reintroduced herself because there are new members of the 
committee. She said she is the city’s public art consultant and has been with the Smyrna 
Public Art Committee for two years. Over the past two years with the city, she has 
gathered best practices regarding public art processes and therefore has made minor 
recommended updates to Smyrna’s existing public art policy. She said the policy broadly 
addresses the following sections: public art definitions (how artwork, artists, and public 
spaces are defined), roles and responsibilities (on behalf of city staff, the public art 
committee, and city council), collection management (how public art collections within the
