Mr. Garland asked, regardless of paint product, would methodology be the same and mentioned anti-skid/slip concerns. Ms. Talarico said all the products are anti-slip and have ADA level of slippage coverage. She recommended the 150 product since there will be high volume of walking and driving over the crosswalks. Both products (the regular solution and thermoplastic) will have 7-8 year life spans. Special Projects Manager Mr. Garland asked about the cost difference between the 150 and the thermoplastic. Anna Talarico said she is waiting on the Street Bond rep to send her the pricing sheet. The thermoplastic product is around $30-$40 per square foot. Ms. Haynie said she did some calculations, and the thermoplastic project would be $25,000. Committee Member Meg Quigley asked what it would cost to get the other product and have it changed every year. Carson Haynie said she and Anna are waiting for Street Bond’s answer. Mr. Garland said if the committee rotates the crosswalks each year, it limits the project to just one location when there are other crosswalk opportunities around the city. Committee Member Robert Harrison said normally he would say rotate it, but he would rather see the permanent art done well for the sake of the public art committee’s reputation. Committee Member Burke Scott said he prefers the crosswalks to look good for a longer timeframe which would allow the committee leeway to take time with future design swapping decisions. Anna Talarico informed the committee that if the asphalt is already failing, the Street Bond product will fail as well. Special Projects Manager Carson Haynie said the best thing to do is narrow down their priority for this fiscal year’s project. Committee Member Meg Quigley mentioned the idea of removing what is currently there and wait for the next fiscal year to repaint them. Chairperson Oglesby said his only opinion on long-term permanent crosswalk art is that over time, it will become an afterthought. Community Services Administrator Richard Garland said the committee does not have to keep the crosswalk art through to its entire lifespan. Committee Member Robert Harrison said if it lasts 2-3 years then it is worth spending the money. Chairperson Oglesby asked the committee what to do with the crosswalks. Committee Member Robert Harrison said sandblasting the crosswalks is a good idea for now as it fixes the current project and saves space for options with next year’s budget. The committee agreed. Mr. Garland asked Anna Talarico how that would tie into the dissension policy. Anna Talarico said there is no obligation for the current artwork to stay on the crosswalks. The city has authority to retire these murals and will reach out and let the artists know the plan. Committee Member Robert Harrison made a motion to approve sandblasting the crosswalks for this fiscal year; seconded by Committee Member Burke Scott.
