These will be the last fire hydrants to be painted per the fire department’s request. • Wrap six more traffic signal cabinets with vinyl and could possibly add extras. • Crosswalk murals – need to be repainted. Had a great conversation with Street Bond regarding their products. Anna Talarico said Street Bond is the gold standard of a permanent asphalt coating and treatment for large scale artwork such as crosswalk murals. Carson Haynie said Street Bond would be a great option for a large mural between the library and the pond for the 250th anniversary of America. Carson Haynie mentioned a community engagement element of public art that compliments a city event such as chalk art during a concert or festival. Anna Talarico had shown her examples of a painted box festival. Ms. Talarico said her town uses four-sided plywood boxes that get painted during a summertime festival. Her town’s Parks and Recreation Department relocates the painted boxes once they are completed. The community responds well to these installations which are temporary and will be taken down after around six months. Community Services Administrator Richard Garland asked Ms. Talarico if her town receives corporate sponsors for these painted box murals. She said her city does not have a formal public art committee, and therefore, works with a non- profit that is art-related to produce this program. Mr. Garland said this would be a fun annual summer activity and mentioned a corporate sponsor would be great for this. Mr. Garland said he would love to do both the chalk art event and the temporary mural boxes, and said Parks and Recreation has ample activities going on that these projects would complement well. Special Projects Manager Carson Haynie said cost for the painted boxes is $1,500 per side which would equal $6,000 per box. Committee Member Robert Harrison asked if it would be possible to do three sides to cut down on costs. Anna Talarico said yes, a triangle shape for this project is permissible. Committee Member Meg Quigley asked if artists would be brought on to do each side. Special Projects Manager Carson Haynie said yes and mentioned the pre-qualified artist RFQ that is on the agenda. Committee Member Meg Quigley asked if a theme would be appropriate for a project of this nature. Chairperson Oglesby said the committee tends not to lean in the direction of themed art so the artist is not creatively limited. Committee Member Meg Quigley said she understands but thought the 250th Birthday might be a good idea to celebrate with art. Mr. Garland said it could be a combination of the 250th Birthday, World Cup, and Smyrna art. Committee Member Burke Scott asked if the committee could put lights on the boxes. Mr. Garland said lights can be incorporated, but the committee/Parks and Recreation would need to be selective of where the boxes are located considering power access or instead elect for solar power. Chairperson Oglesby said he likes the idea of solar power. Mr. Garland said it is something no other surrounding cities are doing. Committee Member Burke Scott said we could do traffic signal cabinets and fire hydrants. Committee Member Meg Quigley said a lot of traffic signal cabinets have been completed and she would like to see the plywood boxes done. Special Projects Manager Carson Haynie informed the committee that the bike tunnels and traffic signal cabinets can still be done with the remaining $33,000.She said she guessed $3,000 for the public art committee to pay for the plywood boxes and tarps and kept contingency for overhead. Ms. Haynie asked Anna Talarico her recommendation on how many plywood boxes should be painted, and she stated five to six. Ms. Talarico said the artists would provide their own materials and the city would provide boxes and tarps. The committee decided to do five boxes, four sides per box at $1,000 per side. Committee Member Meg Quigley made a motion to approve pursuing the community engagement painted box art project; seconded by Committee Member Imani Thomas.
