Also, the open space for the development was moved to the southwest corner and the 
stormwater detention was shifted closer to Argo Road. These site plan modifications 
were in response to concerns about the stormwater facility being too close to the 
Woodland Brooke subdivision, and the open space being too close to the Camp 
Highland Rd. & Argo Rd. intersection. These modifications resulted in the reduction of 
guest parking spaces from 8 to 7 spaces. 
  
The elevations have been modified as well by incorporating brick façade elements and 
articulated building massing providing more traditional aesthetic than the previous 
elevations. The upper decks have been moved from the front of the building to the 
rear of the building, 
  
Transportation Review 
A traffic impact study was provided by the applicant that expects the six townhomes 
to: generate approximately 42 vehicle trips per day. Based on the anticipated traffic 
generation, the proposed six-townhome development is not expected to create 
significant impacts on Camp Highland Road, Argo Road or the surrounding roadway 
network. The projected increase in vehicle trips is minimal and well within the capacity 
of the existing roadways. 
  
Based upon the review of the development by the Transportation Engineer, the city 
will require a 5 ft. sidewalk and 2 ft. grass strip along Camp Highland Road and Argo 
Road. Additionally, the Transportation Engineer will require a raised crosswalk across 
Camp Highland Road with ADA ramps and flashing beacon. 
  
Community Development recommends approval of the rezoning from GC to TD-
Conditional on 1.05 acres for six (6) single-family attached dwelling units at a density 
of 5.71 units per acre with the following conditions: 
  
Standard Conditions 
Requirements # 2, 3, 4, 8, 16 and 17 from Section 1201 of the Zoning Code are not 
applicable. The following requirements remain applicable.  
• Composition of the Buildings 
• Underground Utilities 
• Traffic Improvements 
• No Burying of Construction Debris 
• Low Intensity – Full Cut-Off Lighting 
• Tree Ordinance 
• Landscape Plans 
• Sodded and Landscaped Common Areas 
• Tree Planting Requirements 
 
Special Conditions:  
• Minimum Camp Highland front setback reduction to 10’ 
• Minimum Argo Road front setback reduction to 20’ 
• Responsible for Fire Access, Water & Sewer, and Stormwater improvements 
• Install 5’ sidewalk and 2’ grass strip along road frontage 
• Minimum seven (7) parking spaces 
• Maximum sic (6) townhomes with two (2) car garages 
• Provide Right-of-Way dedication on Argo Road 
• Provide raised crosswalk with flashing beacon 
• Approval is conditioned to the submitted site plan and elevations
