Mayor Pro Tem / Councilmember Tim Gould asked if the modifications meet all of the 
townhome standards. Mr. Staubes verified that they meet all townhome standards.  
  
Councilmember Oglesby asked Mr. Staubes to explain the current zoning for GC. Mr. 
Staubes explained that GC, or General Commercial, allows the most uses in the 
zoning ordinance. Anything from auto-oriented uses, retail, landscape contractors to 
gas stations. There are over 100 different uses under GC. If a QT gas station wanted 
to develop there, they would be allowed depending on their site plan. 
  
Melissa Murillo, applicant, presented the following:  
• Relocated the playground and dog park to the western side of the development 
• Relocated and redesigned the detention pond to the lower southern side to 
improve stormwater management and overall site functionality 
• Left the corner of Camp Highland and Argo Road an empty space for visibility 
• Preserved the visibility triangle at the intersection of Camp highland and Argo 
Road by limiting landscaping and maintaining unobstructed sight lines 
• Adding a raised pedestrian crossing with flashing beacon signage to improve 
pedestrian safety and increase driver awareness 
• Enhanced the landscape buffers for greater privacy and visual separation 
• Architectural improvements – Brick facade added, modern-traditional design, 
improved compatibility, monument sign relocated, visibility improved 
• Parking – 24 resident parking spaces, 7 visitor spaces, 31 total spaces, 5.2 
spaces per townhome 
• Height – through carefully engineered grading and retaining walls, the 
buildings step into the terrain, reducing their apparent height 
• Traffic impact study – 6 unit development will create minimal traffic 
• Recommendations from traffic study – one entering lane and one exiting lane, 
stop-sigh controlled on the driveway approach with Argo Road remaining free 
flow, provide/confirm adequate sight distance per AASHTO standards 
 
Councilmember Oglesby stated that there were additional promises at the last 
Planning & Zoning meeting that were brought to his attention. He asked about the 
changes that were made to the garage. Ms. Murillo explained that the grading would 
lower the garage so the building is not sitting on top of the existing soil.  
  
Jamal Ragland, Civil Engineer, explained that they will need a 1-2 foot retaining wall 
for the lowering of the garages. There are different retaining wall mechanisms which 
will be determined as the site is developed. Councilmember Oglesby said the 
neighboring community is concerned about their tennis courts. Mr. Ragland stated that 
trees will be planted as recommended by Smyrna staff. 
  
Councilmember Lindley asked about the timeline if approved explaining that there 
have been other projects approved that never started. Alejandro Granados, member 
of the developer team, stated that if approved, the timeline will be a maximum of 12 
months.  
  
Councilmember Oglesby asked how construction will be maintained so as not to 
disturb neighboring communities. Mr. Ragland stated that during LDP, they will have 
to submit plans for erosion control and meet any requirements set forth by Smyrna.   
  
A public hearing was called.  
  
Dylan Morgan, 4841 Clay Brooke Drive: Opposed
