purchases up to the bid thresholds in place in the City’s purchasing policy. There has 
been some confusion on if approval was given up to both limits currently in place. 
These limits are currently $50,000 for non-public works contracts, and $100,000 for 
public works contracts, but may change with future revisions to the policy. We are 
asking for formal approval to put this administrative approval in place.  
 
Councilmember Rickey N. Oglesby, Jr. made a motion to approve item ATH2025-013; 
seconded by Mayor Pro Tem / Councilmember Tim Gould. 
 
The motion to approve carried with the following vote:

 F. ATH2025-011 Authorization to allow administrative approval of Water, Sewer, and 
Storm water projects up to $400,000 when a unit price contract is effective that has 
been bid and awarded through formal Council action.

Joe Bennett, City Administrator, provided the following background: 
  
At a previous Committee of the Whole meeting, the Finance department, Water and 
Sewer department, and Public Works department spoke with Council about allowing 
for administrative approval for contracts up to $400,000 when the departments had 
gone through a formal bid process and Council had taken formal action to award a unit 
price contract for Water, Sewer, and Storm water projects. We have looked through 
the meeting minutes and have not been able to find formal documentation of Council’s 
agreement. We are asking for formal approval to put this administrative approval in 
place.  
 
Councilmember Charles Welch made a motion to approve item ATH2025-011; 
seconded by Councilmember Latonia P. Hines.

 G. CHOR2025-001 Approval of a change order to revise the clear coat anti-graffiti coating 
to tinted anti-graffiti coating to the contract with Baldwin Paving, (1014 Kenmill Dr. 
N.W., Marietta, GA  30060) in the amount of $38,350 and authorize the Mayor to sign 
and execute all related documents.
