 B. LIC2025-005 Privilege License - New Request – Adding Wine/Winery - Existing 
Beer/Brewery (Manufacturer - Sunday Sales) – 6255 River View RD SE Ste 200, 
Smyrna, GA 30126 - Reformation Brewery, LLC, dba Reformation Brewery with Bryan 
Spencer Nix as agent.

Joe Bennett, City Administrator, provided the following background: 
  
Application was made for privilege license – New Request for Reformation Brewery, 
LLC, DBA Reformation Brewery – Adding Wine/Winery - Existing Beer/Brewery 
(Manufacturer - Sunday Sales) with Bryan Spencer Nix as the agent applicant. 
  
Bryan Spencer Nix will be the registered agent responsible for the sale of alcohol at 
6255 River View RD SE Ste 200, Smyrna, GA 30126. The applicant has been given a 
copy of the Alcoholic Beverage ordinances and attended the mandatory alcohol 
awareness workshop. 
  
A background investigation conducted by the Smyrna Police Department failed to 
reveal information that would preclude issuance of this license. Mr. Nix has agreed to 
abide by the guidelines set forth by the City of Smyrna ordinance governing the sale of 
alcohol. 
  
Bryan Spencer, applicant, came forward. He said that Reformation Brewery is an 
independent craft brewery with 12 years in business. All necessary requirements have 
been met.  
 
Councilmember Rickey N. Oglesby Jr. made a motion to approve item LIC2025-005; 
seconded by Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby 
Nay: 0 –  None

9.  Formal Business 
 
 A. ATH2025-001 Authorization to award RFP 24-034 Update to Downtown Master 
Plan to MKSK (MKSK, Inc. 999 Peachtree Street NE Atlanta, GA 30309) for 
$199,366.00 to be paid from the General Fund and authorize the Mayor to sign and 
execute all related documents.

The City requested proposals for an update and expansion to the Smyrna B.O.L.D. 
Downtown Master Plan. Fifteen (15) proposals were received on Friday, July 12, 
2024, and evaluated by staff from Economic Development, Parks and Recreation,
