Joe Bennett, City Administrator, provided the following background: 
  
Cobb County increased the per thousand-gallon sewer rate charged to the City from 
$5.23 to $5.41 effective April 1, 2025. The new rate will be effective for March usage. 
Notification to customers for the water rate increase and sewer rate increase will be 
sent on the February 2025 Utility bills.  
 
Councilmember Charles Welch made a motion to approve item ATH2025-003; 
seconded by Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby  
Nay: 0 –  None

 D. 2025-009 Authorization to honor Mr. William “Bill” Deutsch by naming the field at Cobb 
Park in his honor based on a request from constituents and Councilman Charles 
Welch. 
Ward 4 Councilmember - Charles 'Corkey' Welch 
 
Councilmember Charles Welch stated he received an email from Mr. Deutsch’s son 
and daughter-in-law and heard from many others. After some conversations with 
community members and City Officials, Community Services Administrator, Richard 
Garland, Councilmember Welch suggested that Mr. William “Bill” Deutsch’s memory 
be honored for his many years of dedication and support for so many involved in youth 
baseball. To honor Mr. Deutsch, all parties request that the field at Cobb Park be 
named in memory of Mr. Deutsch.  
 
Councilmember Charles Welch made a motion to approve item 2025-009; seconded by 
Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote:
