ATH2025-011 Authorization to allow administrative approval of Water, Sewer, and Storm water projects up to $400,000 when a unit price contract is effective that has been bid and awarded through formal Council action. Citywide Joe Bennett, City Administrator, provided the following background: At a previous Committee of the Whole meeting, the Finance department, Water and Sewer department, and Public Works department spoke with Council about allowing for administrative approval for contracts up to $400,000 when the departments had gone through a formal bid process and Council had taken formal action to award a unit price contract for Water, Sewer, and Storm water projects. We have looked through the meeting minutes and have not been able to find formal documentation of Council’s agreement. We are asking for formal approval to put this administrative approval in place. Councilmember Charles Welch made a motion to approve; seconded by Councilmember Latonia P. Hines.
