January 06, 2025 7:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Council Chambers Page 7 of 17 Bryan Spencer Nix will be the registered agent responsible for the sale of alcohol at 6255 River View RD SE Ste 200, Smyrna, GA 30126. The applicant has been given a copy of the Alcoholic Beverage ordinances and attended the mandatory alcohol awareness workshop. A background investigation conducted by the Smyrna Police Department failed to reveal information that would preclude issuance of this license. Mr. Nix has agreed to abide by the guidelines set forth by the City of Smyrna ordinance governing the sale of alcohol. Bryan Spencer, applicant, came forward. He said that Reformation Brewery is an independent craft brewery, 12 years in business. All necessary requirements have been met. ; Councilmember Rickey Oglesby Jr. made a motion to approve; seconded by Councilmember Travis Lindley. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Jr. Nay: 0 – None Recuse: 0 – None 9. Formal Business A. ATH2025-001 Authorization to award RFP 24-034 Update to Downtown Master Plan to MKSK (MKSK, Inc. 999 Peachtree Street NE Atlanta, GA 30309) for $199,366.00 to be paid from the General Fund and authorize the Mayor to sign and execute all related documents. Ward 3 Councilmember - Travis Lindley Joe Bennett, City Administrator, provided the following background: The City requested proposals for an update and expansion to the Smyrna B.O.L.D. Downtown Master Plan. Fifteen (15) proposals were received on Friday, July 12, 2024, and evaluated by staff from Economic Development, Parks and Recreation, Community Development, Public Works, Community Relations and selected Smyrna residents. The team selected five (5) firms for presentation/interviews and the final evaluation. The recommended firm is MKSK. Councilmember Lindley explained that the Church Redevelopment Advisory Committee has met about 4-5 times. The property closed in December. The next step with a firm for the downtown master plan. The goal is to go through exhaustive community outreach. The next meeting is at the end of January when they will officially kick things off. Councilmember Travis Lindley made a motion to approve; seconded by Councilmember Tim Gould.
