The police department is not ready to move forward yet, but they will bring it before mayor and council when it is ready. 5. Review of Current M&C Agenda A. COW2026-003 Review of the January 12, 2026 Mayor and Council Meeting Agenda AGR2026-001: Kirstin Robinson, Deputy City Administrator/CFO, explained that this is a software platform with mobile capabilities and other features like credit card payments and such that Parks & Rec is looking for. This will be phased in as the current software is phased out. ATH2026-001: Mike L. Jones, City Administrator, explained that the Smyrna water system is a distribution system. The management the city had was overkill. They will move Water & Sewer back under Public Works. Paul Osburn, Deputy Public Works Director, stated that there has not been a need for a Water & Sewer Director. (Mayor Derek Norton arrived.) Mr. Osburn believes that a Construction Project Manager and Construction Inspector would be more useful for city-related projects. RFQ26-014: Paul Osburn stated this is to award C.W. Matthews Contracting to resurface 10 full miles, or 20 lane miles. Smyrna maintains 176 miles of streets. RFP26-012: Paul Osburn explained that this is to award commercial sanitation and recycling services to Georgia Waste Systems (Waste Management). Kristin Robinson stated that there have been issues in Water & Sewer. She, Mr. Jones, and Mr. Osburn have been in communication about updating meters and other mechanics to better serve water customers as it will accurately read meters, be a more simplified process for reading meters, and be in more real time to be able to turn water on and off remotely. This project will take place over a three-year period. BCA2026-001: With the passing of Public Works Director and alternate License and Variance Board member Eric Randall, Deputy Fire Chief Dustin Davey and Special Projects Manager Carson Haynie have agreed to serve as alternates on the License and Variance Board. They will join Chairperson Mike L Jones, Vice-Chair Richard Garland, permanent Board Member Andrea Worthy, alternate Board Member Eric Mohrmann, and alternate Board Member Mary Moore. 6. Other Business / Staff Comment Mayor Derek Norton discussed the Jonquil sculpture that will be placed in front of Zucca. He stated that Robert Harrison, who serves on the Public Art Committee, approached Mayor Norton about funding the ARTery. Mayor Norton requested of the Council that they fund the ARTery in the amount of $100,000.00 in order to continue the public art to come from the General Fund. Councilmember Welch asked if there is an agenda or plan going forward, and will there be any oversight from Council. Mr. Harrison stated they do have a preliminary plan, and the Council will have oversight after it goes through the Public Art Committee. Another topic Mayor Norton mentioned is moving Food Truck Tuesday. Initially, thoughts were to move it from Brawner Hall to downtown. But that was not amenable because of construction issues and parking. Parking was discussed at Brawner Hall.
