E-911 COMMUNICATIONS 
Function 
The Emergency 911 Public Safety Communications Center conveys information from those in need of 
assistance to those who provide that assistance as quickly and accurately as possible. The 
Communications Center dispatches Fire, Police and Emergency Medical assistance, provides pre-arrival 
emergency medical dispatch (EMD) instructions, and is responsible for the distribution of after-hours 
requests for other City services such as Public Works, Sanitation and the Water Department, for the City 
of Smyrna and Powder Springs. 
The Center also monitors the weather and activates the Emergency Weather Warning System. In 
addition, the Communications Center also monitors the Georgia Crime Information Center (GCIC) 24 
hours a day responding to all requests for information and entering stolen items and wanted suspects 
into the GCIC system, as well as maintaining all records and files for this system and the warrants for the 
for the City of Smyrna and Powder Springs, Hiram Courts. 
Major Goals & Objectives  
 
Goal #1: Achieve and maintain full staffing in E911  
 
Performance Objectives 
1. Expedite and thoroughly review applications, set up interviews, and help complete backgrounds. 
2. Increase efforts to recruit and develop surplus of applicants.  
3. Work to meet the needs of the current personnel and endeavor to prevent them from leaving 
and work to maintain positive cohesion and comradery already present in the division. 
 
GOAL #2:  Improve the quality of service and professionalism of E911 communications 
Performance Objectives  
1. Update/Create New SOP’s – SOP’s need to reflect current and future policies and procedures 
and conduct Monthly/Quarterly Training – keeping up with industry trends, laws, and 
technology. Continuous training is critical to enhance/sharpen skill sets and keep everyone 
updated and on the same page. Cohesiveness and consistency are substantial parts of training, 
as well development, as it provides opportunities to clarify information and correct deviances. 
2. The development and practice of comprehensive quality assurance. Use Pro QA software or take 
it on internally, depending on cost and budget and feasibility. Pro QA is an easy system to learn 
and navigate, but our rapid response time gives pause as to its need or value. It does provide 
consistency and offers a more accurate patient assessment and triage. In addition, it limits 
liability of the call taker, as they are utilizing a nationally standardized system as opposed to
