FY 2027 Schedule of Fees & Charges 
Summary of Proposed Changes 
Staff proposes the FY 2027 Schedule of Fees & Charges with the following changes from the FY 2026 
Schedule.  All proposed changes are summarized below by department and can be found in each 
department’s respective section of the proposed FY 2027 Schedule of Fees & Charges. 
Parks 
The Parks Department is requesting adjustments to their fee schedule, along with some additions. Fees 
for Tolleson Pool have been added back to the schedule with its anticipated reopening. Fees for River 
Line Splashpad have been updated as well. For River Line, daily admission fees for youth ages have 
decreased from $5 to a range of $2.50-$3.00, while daily admission fees for adults have decreased from 
$5 to $3.50-$4.00. The family season pass has decreased from $199 to $125. A new “Splish Splash Family 
Pass” has also been created for $300 to access both aquatic venues for the season. Other new fees for 
the River Line Splashpad include a private party fee of $300, along with a group rate of $4.50 per person 
for groups of 10 to 20 people and $3.50 per person for groups of 21 to 50 people.  
Rental rates for baseball/softball diamonds (Brinkley, Tolleson, Chuck Camp, Cobb, Ward Parks) have 
decreased from $300 to $200. Additionally, there will now be weekday discounts for room rentals at the 
Community Center, Brawner Hall, Taylor-Brawner House and Reed House. The 30% off discount will 
apply to rentals before 5pm on Monday-Thursday. For the Community Center, there will also be a 20% 
discount for Monday-Thursday rentals after 5pm.  
Lastly, to help simplify the reservation process with a new software provider, the fee schedule will now 
reflect hourly rental rates rather than flat fees for pre-set blocks of time.  
 
Water/Sewer/Storm Water Utilities 
Annual increases by the Cobb County Marietta Water Authority are automatically passed through to 
Smyrna customers. Water utility rates have been updated to reflect the 5% increase, which went into 
effect January 1, 2026. Tier 1 (0-3,000 gallons) has increased from $4.84 per thousand gallons to $5.08. 
Tier 2 (3,001-7,000 gallons) has increased from $6.44 per thousand gallons to $6.76. Tier 3 (7,001-14,000 
gallons) has increased from $8.02 per thousand gallons to $8.42. Tier 4 (14,001 gallons and up) has 
increased from $9.38 per thousand gallons to $9.85. The multi-family/commercial rate has increased 
from $6.34 per thousand gallons to $6.65.  
The irrigation rate has increased from $9.67 to $10.16, or 200% of the lowest water tier, as required by 
the Metropolitan North Georgia Water Planning District.  
In addition to anticipated water rate increases next January, this budget also includes a storm water fee 
increase at that time. The monthly fee is currently $3.87 per residential unit. Commercial properties pay
