Expenditures
• The proposed General Fund budget of $73.6M is $1.8M higher than the FY 2026 Revised Budget.
Health insurance and other employee benefits are budgeted in the General Government &
Allocations division, along with General Fund transfers to other funds and a contingency of $809K.
Excluding that division, the proposed budget for General Fund departments total $230K more than
the FY 2026 Revised Budget, an increase of 0.5%. General Government services have increased by
$20K.
• In the Hotel/Motel Fund, proposed expenditures of $2.82M represent a 10.4% increase over the FY26
revised budget. The increase is mostly attributed to higher required payments related to Hotel/Motel
Tax collection, along with higher cost related to the annual birthday celebration.
• Expenditures in the Water/Sewer Fund are projected to increase $3.1M (13.5%) compared to the FY
2026 Revised Budget. This is due primarily to increases for the wholesale purchase of water and
transfer-out to CIP. The wholesale purchase of water is the largest line item at $13.8M (53% of fund
total).
Personnel
• A new Maintenance Technician is recommended in the Facilities Division. With the expansion of city
facilities, the department needs an additional employee to maintain the proper level of care for city
buildings. This will help with operational efficiency and addressing issues in a more timely manner.
This position is budgeted for 50% of the fiscal year.
• In the Parks Maintenance Division, two new positions for Parks Maintenance Techs are
recommended. With the opening of the River Line Splashpad and reopening of the Tolleson Pool,
additional maintenance is required. These additions will allow the department to give proper
attention to the new facilities without taking away from existing facilities. The two positions are each
budgeted for 25% of the fiscal year.
• In all, department heads requested eight new full-time positions and two new part-time position, of
which three full-time positions are recommended. The total budgeted impact of the new positions for
FY 2027 is about $63K.
• 9 reclassifications of existing positions were requested, none of which are recommended. The City
plans to conduct a class and compensation study during FY 2027, which will reveal whether or not
reclassifications are warranted. Staff recommends waiting until that process is complete to consider
reclassifications.
• In Fire Prevention, staff recommends a supplemental pay increase from 2.5% to 5%, calculated as a
percentage of an employee’s annual salary, for personnel who are mandated peace officers. This
request brings the pay in alignment with other supplemental compensation across the City and carries
a budget impact of $12,800.
• Merit raises totaling $407K are set aside in General, Hotel/Motel, E-911, and Water/Sewer funds
contingencies. Annual merit raises have historically ranged from 0% to 3.5% based on each
