HUMAN RESOURCES
Function
The Human Resources and Risk Management department is staffed by a Director, HR Manager,
Employee Benefits Specialist, HRIS/Payroll Specialist, and an HR/Risk Management Technician. The
department is responsible for administering the City’s Personnel Management System established by
the Mayor and Council to provide a fair, equitable, safe, and productive work environment for all City
employees. Our focus on risk management ensures the safety and security of all our operations. Other
responsibilities include human resource planning, employee recruitment and selection, performance
management, training and development, personnel policy management, employee benefits
administration, payroll, classification and compensation, and employee relations.
Major Goals & Objectives

management and assistance to all city employees, retirees, potential employees, and the
general public, ensuring their satisfaction and well-being are at the core of our operations.
• Implement and structure employee pay, benefits, programs, and policies to strengthen the
City’s position as a competitive employer of choice.
• Increase the number of qualified applicants per job opportunity.
• Improve retention of qualified employees.
• Continue to enhance HR services through technological resources.
• Reduce workers’ compensation and property claims.
• Our role is to manage human resources and support the City’s strategic goals and initiatives,
