 B. CON2026-016 Approval of contract renewal and rate increase for wrecker and towing 
service for the City of Smyrna with Barrow Wrecker Service (2267 Dixie Ave SE, 
Smyrna, GA 30080) for the recovery of disabled City of Smyrna vehicles and to 
provide wrecker/towing/storage of disabled motor vehicles in violation of city, county, 
state law or federal motor carrier safety violations with a renewal extension through 
June 30, 2027 to align with the fiscal year and authorize the Mayor to sign and 
execute all related items. 
Citywide 
 
Mike Jones, City Administrator, provided the following background: 
  
The City of Smyrna awarded Barrow Wrecker on March 21, 2022, as the exclusive 
contractor to recover disabled City of Smyrna vehicles and provide 
wrecker/towing/storage of disabled motor vehicles in violation of city, county, state law 
or federal motor carrier safety violations. The updated fee schedule reflects current 
Cobb County rates. To align with the fiscal year, the contract term is to be extended 
through June 30, 2027.  
 
Councilmember Charles Welch made a motion to approve item CON2026-016; 
seconded by Mayor Pro Tem / Councilmember Tim Gould. 
 
The motion to approve carried with the following vote: 
 
Aye: 6 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember 
Gould, Councilmember Oglesby  
Nay: 0 –  None 
Absent: 1 –  Councilmember Lindley  
 
 C. AGR2026-024 Approval for the renewal of the Professional Services Agreement with 
City of Smyrna Government Affairs Consultant, Mr. Kash Trivedi in the amount of 
$72,000.00 beginning July 1, 2026 and continuing until June 30, 2027 and have the 
Mayor sign and execute all related documents.   
Citywide 
 
Mayor Derek Norton stated that Teri Anulewicz, former council member, works with 
Mr. Trivedi, so this increases Smyrna’s stock. Mr. Kash Trivedi is a previous Smyrna 
resident with a boutique firm focusing on government affairs efforts before the Georgia 
General Assembly and Executive Branch and has served as the City’s Government 
Affairs Consultant since 2020. Mr. Trivedi is a seasoned government affairs consultant 
with ideal relationships with the leadership in both the State House and Senate 
Chambers. Mayor & Council propose the continued professional engagement of a 
government affairs consultant to represent the City of Smyrna before the Georgia 
Legislature and the Executive Branch  
 
Mayor Pro Tem / Councilmember Tim Gould made a motion to approve item AGR2026-
024; seconded by Councilmember Latonia P. Hines.
