ATH2026-081 Authorization to approve the City of Smyrna acquiring eighty-four (84) square feet of land or a 12’ x 7’ Water Easement from Campbell High School located at 2620 Ward Street in order for the City of Smyrna to be able to access and maintain its water meter and infrastructure that is located off the right-of-way and authorize the Mayor to sign and execute all documents. Ward 3 Councilmember - Travis Lindley Mike Jones, City Administrator, proved the following background: This request is necessary due to the existing infrastructure on the property that never had proper easements granted during the installation of the infrastructure. This will allow the City of Smyrna to be able to access and maintain its water meter and necessary infrastructure that is located off the right-of-way. Councilmember Glenn Pickens made a motion to approve item ATH2026-081; seconded by Councilmember Charles Welch. The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Lindley E. ATH2026-083 Authorization to approve WK Dickson & CO., LLC, an Ardurra Company (1350 Church Street Ext NW #200, Marietta, GA 30060) to begin Phase I (Task Order #6) of a citywide multiyear multiphase Stormwater Watershed Masterplan Project in an amount not to exceed $201,100.00 to be funded from the FY26 Operating Budget Engineering Professional Services line item and authorize the Mayor to sign and execute all documents. Citywide Mike Jones, City Administrator, provided the following background: This request is based on the critical need for the development of a comprehensive citywide Stormwater Master Plan. The effort will include multiple sub-watershed evaluations identified by the City of Smyrna and its engineering consultants as necessary components of the overall master planning process. The completion of these sub-watershed studies will provide the data, analysis, and recommendations needed to develop a comprehensive understanding of the City's stormwater infrastructure, drainage systems, and flood-prone areas. The resulting Stormwater Master Plan will serve as a strategic tool for prioritizing capital improvements, identifying infrastructure deficiencies, and establishing a long-term framework for stormwater management. By developing this plan, the City will be better equipped to effectively plan, budget, and implement projects necessary to address nuisance
