2. The project shall have a minimum lot width of 70 feet.  
3. Any damaged or broken curb, gutter, or sidewalk shall be replaced. 
4. The sidewalk along King Springs shall be replaced with a five-foot sidewalk from 
property line to property line 
5. Any driveway locations not being used shall be restored with new curb and gutter.  
6. The development of more than 5,000 sq. ft. of new impervious surface the Storm 
Water Management Ordinance would be applicable.  
7. Approval is conditioned upon substantial compliance with the preliminary plat 
submitted on February 23, 2026.  
 
Chairperson Powell asked the applicant to provide an overview of the request. Brad 
Thompson came forward and stated that, due to changing market conditions, they want to 
make a change to a 3-lot plan due and create a plan that had the primary bedroom on the 
first floor. The price point would be around $1 million each. 
 
Commission Member Jonathan Howard made a motion to approve item Z26-100; 
seconded by Commission Member Earl Rice. 
 
The motion to approve carried with the following vote: 
 
Aye: 6 –  Commission Member Twomey, Commission Member Howard, 
Commission Member Rice, Commission Member Gordon-Evans, 
Commission Member Carter, Commission Member Kolis 
Nay: 0 –  None

 B. V26-019 Public Hearing -Variance Request - V26-019 - Allow subdivision of one lot into two 
lots with a lot width variance - 0.89 acres - Land Lot 632 - 2773 Mildred Place - Michael Holt 
Ward 2 Councilmember - Latonia P. Hines 
 
Joey Staubes, Planner II, presented staff recommendation for the plat approval with a 
variance. The request is to be heard by Mayor and Council on March 16, 2026. The single 
lot will be divided into 2. 
  
The applicant is requesting the following variance, which staff supports: 
 1. Allow minimum lot width be reduced from 85’ to 75’ for the new lot. 
  
Staff is recommending approval with the following conditions:  
Standard Conditions  
1. The minimum lot width for Lot 2 shall be reduced from 85 ft. to 75 ft.  
2. Approval is conditioned upon substantial compliance with the preliminary plat 
submitted on February 4, 2026.  
 
Chairperson Powell asked the applicant to provide an overview of the request. Michael 
Holt came forward and stated that he wants to break off a piece of the property to 
construct a new home for his daughter. The house will be around 4,000 sq. ft. and will 
blend with the neighborhood. The reason the property line is skewed and not straight back 
is because they will be connecting the sewer out the rear of the lot rather than through the 
front.  
 
Board Member Carter asked if they were keeping the gravel drive in the front. Mr. Holt 
said they did not want to infringe too much on the driveway. Mr. Carter confirmed it had 
two curb cuts.
