Mr. Holt said that the plan with the existing house is to do a face lift and rent it out. A public hearing was called, and no one came forward in favor of or in opposition to this item. Commission Member Jonathan Howard made a motion to approve item V26-019; seconded by Commission Member Earl Rice. Z26-001 Public Hearing - Rezoning Request Z26-001 - Allow rezoning from GC to MU- Conditional for a mixed-use development with three multi-family units and 1,680 sq. ft. of office space - 0.28 acres - Land Lot 634 - 1715 Roswell Street - Anthony Obboye Ward 2 Councilmember - Latonia P. Hines Joey Staubes, Planner II, presented staff recommendation for the rezoning from GC to MU-Conditional. The request is to be heard by Mayor and Council on April 20, 2026. The property is currently occupied by a single building with an office use. The applicant is proposing a multi-use development with residential on top and office space below. There would be no change in future land use. Due to the 20-foot sanitary sewer easement in the front, the city will support gravel parking within the easement. The applicant is requesting the following variances, all of which staff support: 1. Allow a maximum front setback greater than 20 feet. 2. Allow parking between the building and public right-of-way. 3. Allow a gravel parking surface. Staff is recommending approval with the following conditions: Standard Conditions 1. The composition of the buildings in the development shall include a mixture of elements including; but not limited to: brick, stone, shake, Hardie Plank and stucco. No elevation shall be comprised of 100 percent Hardie Plank siding. 2. The storm water detention plan shall be designed to create at least a ten percent reduction in a 100-year storm event. The city engineer shall approve all plans. 3. All utilities within the development shall be underground. 4. The developer shall be responsible for any traffic improvements (including additional right-of-way dedications) deemed necessary by either the City or the County during construction plan review. Sidewalks shall be provided by the developer inside the subdivision and outside the subdivision adjacent to any public right-of-way consistent with City’s requirements for the extent of the development. A grass buffer with a minimum width of 2’ shall be provided between the back of curb and sidewalk. 5. No debris may be buried on any lot or common area.
