 A. Z26-004 Public Hearing - Zoning Request - Z26-004 - Allow rezoning from GC to TD-
Conditional for the development of six single-family attached dwelling units at a 
density of 5.71 units per acre - 1.05 acres - Land Lot 606 - 4691 Camp Highland Road

Joey Staubes, Planner II, provided the following background: 
  
The applicant is seeking to develop 4691 Camp Highland Road, 1.05 acres having 
frontage on Camp Highland Road and Argo Road with six (6) townhomes at a density 
of 5.71 units per acre. The Applicant is seeking a rezoning of the Subject Property 
from GC (General Commercial) to TD along with concurrent variance from section 
515.5(1)(a)(ii) to reduce the side setback from twenty-five (25) to seventeen (17) feet. 
  
The proposed townhomes will have rear-entry garages and the townhomes will face 
Camp Highland Road. The proposed units are consistent with the requirements of 
Sec. 515 Townhome Design Standards, including Sec. 515.3 Minimum Design 
Standards, and Sec. 515.4 Design Elements Catalogue. The proposed units are 24’ x 
60’. The development will provide seven (7) guest parking spaces and mail kiosk at 
the rear of the proposed units. The development will include a full access drive from 
Argo Road. The applicant proposes to use a variety of materials for the façade for 
each home. 
  
Modifications to site plan and elevations in response to community input: 
  
Following the May 11, 2026, Planning & Zoning Commission meeting the applicant 
modified the site plan in response to community input from the public hearing. The 
orientation of the townhomes was modified to have a front setback along Camp 
Highland Road of 10 feet, and 20 feet along Argo Road, in order to maintain a 25-foot 
side setback between the development and the Woodland Brooke subdivision. These 
modifications eliminated the side setback variance from 25 ft. to 17 ft. but added two 
new variances:  
1. Allow a front setback reduction along Camp Highland Road from 25 ft. to 10 ft.

2. Allow a front setback reduction along Argo Road from 25 ft. to 20 ft. (Staff 
Supports). 
 
The applicant proposes a vegetative buffer between the development and Woodland 
Brooke subdivision along the western and southern boundary with screening trees.
