He stated it seemed high. Russell Martin, Community Development Director, stated that code requires two off- street parking spaces. For townhomes, cose states there should be one (1) guest space for every 25% of the development. This development will have two (2) per driveway, two (2) per garage, and +1 for each unit. Mayor Norton asked the applicant to speak about the detention pond. Mr. Ragland explained that a dry detention pond uses certain materials that will allow for infiltration at a certain rate, and it drains out every 12-24 hours. They have to take into account for offsite water that drain onto their site. They will get contours and surveys to determine how to move forward, and they have to meet Smyrna requirements. Councilmember Susan Wilkinson asked about the grade separation. Mr. Ragland stated it is about 10 feet. Councilmember Oglesby asked how the city protects homeowners from water flow. Mark Wolff, City Engineer, explained that they will need to acquire a downstream analysis, manage stormwater from their site and what is coming onto their site. They will need to manage the outflow from the detention pond by a reduction of peak flow by 10%. That is based on construction, size, infiltration, volume, and outflow. Mr. Wolff stated that Mr. Toledo’s property has a pedestal inlet drain in his backyard. There may or may not be water from the pond to his inlet. Because of the requirement of a downstream analysis, the outlet from their pond can be discharged on their site and flow, or they can have a direct connection to flow elsewhere. Jamal Ragland, Civil Engineer, stated that everything has to be treated on site. Borings and surveys will determine what they do. They work with staff to make sure that what is released is within the appropriate limits. Mr. Toledo’s property is already catching everything from the road. Once they develop the site, the change will be pretty significant because this property in question will be catching a majority of it. Councilmember Welch asked, is the water from the overflow structure piped? Mr. Ragland stated that will be determined once more information is provided from borings. Mayor Norton stated that if it became a problem and it prevented them from accomplishing their plan, it would stop. Mr. Martin stated that nothing will develop unless everything is resolved. The engineers have to get information about external waters, hydrology, etc. There is an inlet at the tennis courts. Once they figure out the volume they will retain, the pipe is going to be sized appropriately. If they need to make further improvements, they will do so. All of this is discovered during the planning process. Staff will ensure that happens. Staff will not create adverse effects for adjoining properties. Councilmember Welch asked about how far the inlet structure is from the discharge area. Mr. Martin estimated it is approximately 115-130 feet distance. Any project would have to come through stormwater review. It is an issue that the city will address. Councilmember Wilkinson asked if the dog park will have a requirement for a waste station. Mr. Martin stated that the dog park is for the neighborhood to manage. The public hearing was closed at 8:18 PM.
