The time allotted for each speaker is as follows: Public Comment - Three (3) Minutes 11. Public Comment Chris Nave – 1100 S Marietta Parkway – Spoke about Flock. Stated he is opposed to the use of Flock cameras because it infringes on privacy and constitutional rights, specifically the Fourth Amendment. Anastasia Pixler – 2642 Park Road – Smyrna resident who spoke about Flock. She stated that Flock allows highest bidder to have access to their collected data. She believes this is a betrayal of civil liberties, specifically the Fourth Amendment. Flock is a private company collecting data for non-law enforcement use. Mitchell Young - 2075 Nancy Circle – There is a city-owned property with a gully that borders his property. He was told about two years ago that he would need to maintain it though it is not his property. Since maintenance stopped, aggressive invasive pants have spread through the gully infringing on his property as well. It was suggested that chemicals be used to deal with that issue. He is asking the city to resume maintaining its own property. Mayor Norton asked that Mike Jones contact Mr. Young to find a solution. Mayor Norton addressed the Flock cameras and stated that the Flock cameras were deeply considered by this council. There are internal controls in the city that prevent access. He leans on the expertise of Smyrna’s Chief of Police and Police Department. The data collected is used for law enforcement use only. Smyrna is not recreating the wheel. Dunwoody has done this. He has confidence in the technology. 12. Ward and Staff Reports Councilmember Glenn Pickens wished all students a good first day of school. Councilmember Latonia P. Hines wished students and teachers a happy first day of school. Mayor Pro Tem / Councilmember Tim Gould wished students a safe and happy first day of school. He thanked the members of KSB in attendance. Councilmember Rickey N. Oglesby Jr. congratulated all students starting a new school year. He also spoke about Flock cameras. He stated he is a proponent of protecting privacy, but he is torn about Flock cameras. However, personally, the cameras did help him with an assault he experienced on December 23, 2025, when he was attacked and left for dead. The Flock cameras helped identify the assailants. If they are used the right way, it is a positive outcome. This council will make sure they are not used the wrong way. 13. Adjournment Mayor Derek Norton adjourned the August 3, 2026 Mayor and Council Meeting at 7:27 PM. Facilities are provided throughout City Hall for the convenience of persons with disabilities.
