ATH2026-102: Paul Osburn, Interim Public Works Director, stated that this change order 
is for ADA compliance, parking lot redo, curb and gutter redo, and a low-voltage security 
system.  
  
Mike L. Jones, City Administrator, updated the Mayor and Council on the following:  
• S. Cobb Drive – from I-285 to Austell Road – the City will annex the rights-of way 
• GDOT will handle Cobb County 
• 84 miles will be added to the city’s annual LMIG 
• The rights-of-way from I-285 to Austell Road will be released from Cobb County 
inventory 
• The rights-of-way will belong to the City of Smyrna for better local control 
 
Scott Cochran, City Attorney, stated that the easiest way to do this would be to do it 
through the legislature. Discussion took place to speak to the city’s lobbyist about this.   
  
Councilmember Oglesby stated that the Public Art Committee met, and they are moving 
forward with a bid for the ARTery. He also mentioned the Argo Elementary Bridge 
potential project. Mayor Nrton mentioned that years ago there was going to be a 
“Welcome to Braves Country” on one side and “Welcome to Smyrna” on the other side in 
conjunction with the Braves Foundation.  
  
Councilmember Hines said she has a call scheduled on Wednesday with Smyrna’s soon-
to-be sister city Lugano, Switzerland representatives.  
  
Mike L. Jones added the following:  
• The Community Center Pond condition 
• Foresite will produce a concept plan 
• Dredging will need to occur 
• Need to stop trash from washing into the pond
