 A. COW2025-069 Discussion regarding Riverview Dock Repair / Replacement  
 
 
Kirstin Robinson, Deputy City Administrator / CFO, provided the following information:  
• Paul Osburn, Deputy Public Works Director, and Richard Garland, Community 
Services Administrator, have been working with an on-call engineer to get the dock 
repaired. 
• It was recommended that the dock be raised to be even with the trail. 
• They hope to have something back to Mayor and Council in a few weeks.  
• To repair as-is would cost around $50K. To repair and raise mayo cost around 
$100K-$200K, but it will be a long-term fix. 
• This will make it ADA compliant as well.  
 
 
 
 
 B. COW2025-075 Events Budget Discussion 
 
 
Kirstin Robinson, Deputy City Administrator / CFO, provided the following information:  
• During the budget process this year, they trimmed the budgets for the community 
events to $12,775 per event. 
• The community events are Black History Month, Juneteenth, and Hispanic 
Heritage Month. The Women’s History Month Tea was left out of the budget. 
• After a meeting with Councilmember Hines, the request was made to increase the 
budgets to $20,000 per event for three events – Black History Month, Juneteenth,
