COW2025-071 Review of the July 21, 2025 Mayor and Council Meeting Notice and Agenda Z25-006: Joey Staubes, Planner II, provided the following background: The applicant is requesting a rezoning from R-20 to R-8-Conditional for the development of three (3) single-family detached units at a density of 4.28 units per acre. A land use change from High Density Residential is not required for this rezoning. Planning and Zoning Commission approved this 7-0. Councilmember Hines stated that Davenport has had some code violations and hopes those are being addressed. ORD2025-007: Mr. Staubes explained this is a property the city owns, but it is in Cobb County, so this is to bring it in to the city properly. RES2025-013: Scott Cochran, City Attorney, explained that this is going to the Georgia Supreme Court. City of Milton is asking cities to participate in the brief. The City of Smyrna will be on the brief written in support of Milton. If the Spureme Court does not reverse what has been decided on the case, the legislature will have to get involved. ATH2025-117: Dat Luu, IT Director, explained that this vendor will help provide cybersecurity services. The city was awarded a grant from GEMA and DHS last year. They will help create a 5-year cybersecurity plan with a roadmap of what needs to be done, updated, how much it will cost, as well a create an instant response plan. There is a 10% share cost. There were 40 proposals submitted. MGT Impact Solutions was chosen. 5. Other Business / Staff Comment 6. Executive Session (As Needed) A. COW2025-079 Executive Session to discuss Land Acquisition item Councilmember Rickey Oglesby Jr. made a motion Enter into Executive Session ; seconded by Councilmember Glenn Pickens. The motion Enter into Executive Session carried with the following vote: Aye: 6 – Ward 1 Councilmember Pickens, Ward 2 Councilmember Hines, Ward 3 Councilmember Lindley, Ward 5 Councilmember Wilkinson, Ward 6 Councilmember / Mayor Pro Tem Gould, Ward 7 Councilmember Oglesby Jr.
