(2941 Piedmont Road NE, Suite D, Atlanta, GA. 30305) to perform a 3-year (2026-2028) AMI meter replacement project to be completed in phases. The first phase of the project in an amount not to exceed $3,640,471.05 to be paid from the Water CIP Fund, and to amend the adopted FY2026 Water CIP Fund Budget to establish a new project in the amount of $2,900,000 titled AMI Meter Integration and authorize the Mayor to sign and execute all documents. Citywide Kristin Robinson, Deputy City Administrator/CFO, provided the following background: This project is being requested due to the need to integrate AMI technology into all city water meters citywide. This project will significantly improve efficiency and effectiveness of the city’s current meter reading system and billing processes. This project will be completed over 3 years and will start once this agenda item is approved. The first phase of the project will include the installation of all required AMI assets and the replacement of 5,000 various sized meters that will be completed in 2026. The additional 2 phases of the project will require additional Mayor / Council approvals and will be completed in 2027 and 2028 as part of our annual CIP process. Councilmember Charles Welch made a motion to approve item CON2026-001; seconded by Mayor Pro Tem / Councilmember Tim Gould. The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines (virtual), Councilmember Lindley, Councilmember Welch, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Wilkinson D. ATH2026-008 Approval of the proposed agreement with Croft & Associates, Inc. (3380 Blue Springs Road, Kennesaw, Ga. 30144) for architecture and engineering services for the 1088 Concord Renovation project in an amount not to exceed $306,825. Ward 3 Councilmember - Travis Lindley Kristin Robinson, Deputy City Administrator/CFO, provided the following background: RFP 25-026 Architectural Design and On-Call Services was awarded to several firms on the September 22,2025 Mayor and Council Agenda. City Staff went through a design process with several of the vendors approved under that agenda item for the design project for 1088 Concord Road, and Croft and Associates, Inc. was the firm selected by City Staff. This agreement will assist the City with getting a contractor selected through our procurement processes and assist staff with Project Management services. Councilmember Travis Lindley made a motion to approve item ATH2026-008; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote:
