Councilmember Oglesby mentioned he did reach out to Chick-Fil-A. There are continuing concerns about the right turn onto Oakdale Road. As Mike Jones mentioned, the proposed full access on Oakdale has been removed. South Cobb is a bit of a spaghetti junction. Councilmember Hines stated that what has been learned is that South Cobb Drive is an issue. Smyrna does not have the ability to make a number of changes pertaining to Sount Cobb Drive. She asked Russell Martin, Community Development Director, of those issues regarding South Cobb, even if the city were to move forward or approve this, there is still another level of review and approval that has to be completed, correct? Mr. Martin confirmed that South Cobb is a State DOT right-of-way. Before any permits can be issued, the applicant must go through a formal review and approval with GDOT. Councilmember Hines reiterated that Smyrna legally does not have the power to deal with South Cobb Drive. Mr. Martin stated that Smyrna has some control of signal phasing; however, access to the site and improvements are through the state DOT. Mayor Pro Tem Gould stated that he understands the frustration from residents. He appreciates the reduction from 163 to 45 units of townhomes. He acknowledged that Chick-Fil-A is an intense use, and that makes this a difficult decision. Councilmember Oglesby mentioned that previous to this council, the owners of the land promised there would not be a drive-thru at this location. He is compelled to stand with that previous vote. Councilmember Travis Lindley made a motion to approve item Z25-015; seconded by Mayor Pro Tem / Councilmember Tim Gould. The motion to approve carried with the following vote: Aye: 4 – Councilmember Pickens, Councilmember Lindley, Councilmember Welch, Mayor Pro Tem / Councilmember Gould Nay: 3 – Councilmember Hines, Councilmember Wilkinson, Councilmember Oglesby Recuse: 0 – None 8. AGR2026-009 Authorization for the City of Smyrna to continue as a Subrecipient of the Cobb County Community Development Block Grant (CDBG) Program PY2026, to receive the grant amount of $219,855.38 for the Public Facility Projects and Administration and Planning and authorize the Mayor to sign and execute the 2026 Subrecipient Agreement Documents. Citywide Mayor Pro Tem / Councilmember Tim Gould made a motion to approve item AGR2026- 009; seconded by Councilmember Rickey N. Oglesby Jr.
